chore(i18n): clear jey_wizard az/ru translations for manual re-translation

Empty every msgstr in the jey_wizard az.po/ru.po masters (headers
preserved, all 213 msgids kept) so a translator can git pull and fill
the blank entries by hand. Empty msgstr falls back to the English
source, so setup_locale compile/migrate stays intact.
